Lawyer, mayor and member of parliament

Mayor of Las Palmas during different periods, member of parliament for Guía and dean of the College of Lawyers. His correspondence records proposals to extend Puerto de La Luz and improve its connection with the city.

Early life

Felipe Massieu y Falcón was a lawyer, mayor of Las Palmas and member of parliament for the district of Guía. His career encompassed legal practice, municipal government and the promotion of economic projects for Gran Canaria. He belonged to the group that founded El Museo Canario. Institutional and academic sources place his death in 1927, but disagree about the exact day. His birth date and the places of birth and death remain unverified and are omitted from this profile.

Historical role

Carlos Platero Fernández documents his first appointment as mayor on 5 July 1872. This was a brief initial term, followed by subsequent returns to office. The study records him heading the municipal council in 1881 and again in 1894, among other periods. This sequence shows that his municipal activity began before the Bourbon Restoration. These records are retained as documented milestones, without reducing a career involving several changes of office to a fixed total number of mayoral terms.

His work as a lawyer also involved professional leadership. José Miguel Alzola identifies him as dean of the College of Lawyers at the extraordinary meeting held after Antonio López Botas’s death in 1888. He again appears as dean in the first governing board elected under the statutes of 1895. A study of the Unión Agrícola-Comercial de Gran Canaria also identifies him as the lawyer among the twenty participants in the company established in 1874 to market cochineal. His involvement connects legal practice with island commercial initiatives.

The Congress of Deputies preserves the record of his parliamentary service. He was elected in the Guía by-election of 27 September 1896, replacing Pedro Bravo de Laguna. The official entry distinguishes that election from his registration on 22 January 1897 and the oath taken on 25 May. His departure is recorded on 26 February 1898. This chronology locates his political representation without confusing the date of the general election of 1896 with the later by-election that secured his seat.

Legacy

His correspondence with his nephew Leopoldo Matos Massieu reveals another field of activity: Puerto de La Luz. Juan Francisco Martín del Castillo’s study examines letters from 1915 to 1921 and their proposals for port and urban development. In letters from early 1915, Massieu advocated extending the facilities, improving commercial storage and the connection with the city, and providing technical staff for surveys and plans. These were documented political proposals and initiatives; the full implementation of the works is not attributed to him. His biography therefore links municipal and parliamentary representation with professional organisation and debate about the economic future of Las Palmas.
