The Treaty of Amsterdam enshrines the European framework for the outermost regions.

Declaration 26 annexed to the Maastricht Treaty was a first step towards recognising the outermost regions. The Treaty of Amsterdam, signed on 2 October 1997, enshrined their characteristics and constraints in Article 299(2) of the Treaty establishing the European Community. There was no separate integration of the Canary Islands as an outermost region in 1994.
